Introduced in April 2001, the Climate Change Levy (CCL) imposes an
additional 0.43 pence on each unit of electricity consumed for the
majority of non-domestic users.
Many users have signed up for Climate Change Agreements under sector
associations to entitle them to an 80% discount from the CCL, based
upon meeting the conditions of set target periods.
With regard to the question of sub-metering DEFRA state in their
document CCA17 that "all energy inputs to the eligible areas
should be sub-metered", except where it can be demonstrated by
the user to be technically impractical to do so. In the same document
DEFRA also state that whereas "a degree of estimation of energy
consumption" was permitted for the first target period ending in 2003,
"there is a requirement for target units to be sub-metered before the
beginning of the second target reporting period". DEFRA emphasise
that "installing energy meters is not just about meeting targets;
it is also good energy management".

to considerably reduce installation costs by removing the necessity
for external current transformers, voltage protection devices and
additional cabling.

based energy monitoring systems capable of reading data from new
meters and existing pulse output energy meters. These energy monitoring
systems can present information for secure viewing by multiple users
requiring only standard web browser software.
