Building Regulations Part L2
To enable building owners or occupiers to measure their actual
energy consumption, the Building Regulation Part L2 Section 3.3 - 3.6
details the requirements for metering of a building's energy consumption.
It is stated that a "reasonable provision would be to enable at least 90%
of the estimated annual energy consumption of each fuel to be accounted
for". For electricity, this "reasonable provision" would include
installing energy meters:
incoming to every building and each separate tenanted area above 500m2
Additional meters would thereafter be required such that the following can be directly
measured or reliably estimated:
on any process load that is to be discounted from the building's
energy
consumption when comparing measured consumption against published
benchmarks
on plant items consuming input powers equal or greater to those shown in the
table below:

We can provide energy meters for panel or DIN-rail mounting. For supplies
up to 120 amps, direct connect meters are available to considerably reduce
installation costs by removing the necessity for external current
transformers, voltage protection devices and additional cabling.
In addition we can also supply, install and commission software based energy
monitoring systems capable of reading data from new meters and existing pulse
output energy meters. These energy monitoring systems can present information
for secure viewing by multiple users requiring only standard web browser software.
